If you really don’t have money for a lawyer, the best thing you can do is get a few of your neighbors together and pool your resources to either contact legal aid services where you live, or hire a lawyer for an hour or two to go over the facts and tell you if you have a case. 18 months is a long time, and especially if you don’t have money to defend yourself in court, the management can try to get away with anything.
